Cena didn't become WWE, he was pushed artificially by Vince to hog the spotlight despite having none of the merits to do so. Even at his PEAK popularity in 2006/2007 he was never that liked nor that over. Even in his own generation he was routinely cheered over by Batista, Eddie Guerrero, Phil, Christian, RVD, etc. When I hear people talking like Cena was THE guy it's like they always forget he never got there because he was extremely over with the audience, he got there because Vince had a hard-on for him, same way he did with Roman who he tried to make Super Cena 2.0. But thankfully after close to a decade of torture he decided to try something new since this time the audience was already beyond sick of it and leaving in droves. Vince has always had the concept of the guy whose entire show revolves around him ever since the success of Hogan but Hogan earned that on his own merit. The only time he abandoned it is when he was getting his ass kicked by WCW and had to pivot, but other than that Cena is nothing more than a long line of Disney hero character for little children. But this time he had no competition, had no need to pivot and he went full throttle on it, never abandoning it whatsoever despite the audience being sick of it even as early as 2009/2010.
In short, in the AE Cena wouldn't be in midcard. He's not without any talents, but he's certainly a bang average wrestler who was elevated into a position he never deserved in the first place. And to say he's in top 5 because Vince decided to give him 6 gorillion championships is an insult. Granted I don't think John is entirely at fault same way Roman wasn't at fault for being relentlessly pushed down the audience throats until they started gagging, but this is what his career was and what we can judge him on. Can't rely on hypothethicals and alternate realities of what could it have been.
