Yup. Seen lots of people say the ref did his job. Except he made two glaring errors. First he didn't check on Monroe after that move from Thea. Which with how ugly it looked should have been a given. Had he done that then the pin wouldn't have happened that way. Second he didn't check her shoulders before or during the pin itself. From that angle in the OP you could slide a whole hand under there

It absolutely is if you pay attention, even male main event talent and refs fuck this up sometimes fuck this up time to time, just like holding the tag rope. The reason is the pacing when the pin starts ref is still dropping down himself while simultaneously counting, the don't check what's a shoulder or a elbow if the skin tone matches
