In kayfabe, is a wrestler's ring name their birth name? Like, in kayfabe was Roman Reigns "born" Roman Reigns, or was he born Leati Anoai but decided "Roman Reigns" was more intimidating?

Depends on the character though. Mankind/Dude Love were always said to be the characters of the character Mick Foley but Cactus Jack in WCW was just Cactus Jack while Cactus Jack in ECW was Mick Foley iirc.
The Rock’s name in kayfabe was Rocky Maivia until whenever the first time they acknowledged that he just took the names of two of his relatives

I don't think anyone really thought it that far so it's like Leaky is a different person, the gimmick is it's own continuity unless otherwise stated like Baron Corbin - Happy Corbin - Sad Corbin - burn the ships Corbin.. they all have a throughline
