he's a vince guy which is sort of the issue, also he's popular but not "over" so he's less likely to get an actual push.
he's at least protected. his last few matches with Cody, cody cheated to win, or the ref literally fucked him over. His finisher is also still fairly protected and he beat randy with just one a few months ago.
