Because he was like an inferior version of Ric Flair. David was basically upstaged by his dad's whole existence. But he was actually pretty good in his own right. If he debuted today he'd be an instant main eventer in any promotion.

He was over for a brief time when he was in the tag team with Crowbar and had Daffney valeting them. Then Russo was fired in January and the team got completely buried. And then Russo came back and tried to push David as a singles act even though he was best when Crowbar could carry his inring work.

He was compeltly out of touch, look how sting and Scott steiner changed their entire characters as we headed into the new melenia. The entire world was changing. Flair was stuck in his glory days were you act like a goofy old man and people still thought you were the bees knees because you were surrounded by important people. The change in the 1990s pop culture in society was probably the biggest between 1960 to now. And flair was intent on taking the samw.
