You absolutely can objectively measure how shit a bad match is, but as the match quality improves evaluations have to be subjective.

Take the Eddie vs JBL Judgement Day match. Was it a chain-wrestling/acrobatic athletic showcase? No. Was it full of character and had such a memorable "spot" (the chair shot) everyone knows the match? Yes. And it was such an impactful match that it got JBL the world title, which then set up Cena getting the world title and defining the next 15 years of wrestling. So you could still argue it's a 5* match based on criteria totally separate from why, say, Okada-Omega 2 was also 5*.
