There's all the incentive in the world to spam thread after thread on /pw/ until 1 lands, and even if it's 200+ replies calling you an idiot, it's still 200+ replies worth of recognition of your efforts. And if (when) 100 of those replies are just you samefagging, there's still 100 other replies that aren't you to make you feel like you did something right.
OC/memes takes effort, even tracking down older women/joshi photos that aren't the same 5 pictures takes work. Being an asshole and typing 1 sentence replies takes minimal effort. Being limited to 5 threads (or whatever it is) per IP also incentivizes trolls to rotate phones, hotspots and whatever else they can use to put up more threads than others can, increasing the chance it's their thread getting 200+ replies and not someone else's.
All the pieces are right there, by design, to make this place absolutely miserable, which it is most of the time. It's not really fixable until you limit threads to 2 per IP and add flags/IDs, but how much of their own traffic (organic or inorganic) does 4chan want to remove? There's a spectrum of REVENUE to ENJOYMENT, and right now, it's set closer to the revenue side which makes perfect sense. The site needs money to operate!
