I counted a total of 213 spectators in this photo, including the ones on the bottom right.

Maybe if we include the other 2 sides they managed to get more than 300 people. Definitely less than 400.

Aren't joshi crowds usually about this size all the time? I remember the images of some joshi fed inside what looked like a small storage locker, they had a crowd of about 8 people. OP's pic is honestly not a bad crowd for something like this, which has never been that popular even in Japan itself.

This is what Rossy's always done. I remember the 1/4 shows in 2020, Stardom announced a higher number than TJPW even though the Stardom show had more empty seats. Rossy's still in that SUPER NO VACANCY mindset where you make numbers up.
