Hogan was actually a really good technical wrestler. He just never really got to show it except in Japan since the American audiences didn't want to see technical wrestling. So if anything Hogan is the GOAT because he was great at pretty much everything in the business.

This is a lie. Hogan would bust out "Japanese Hogan" against Ric Flair and Randy Savage. The only difference was he'd do three more moves. Hogan was never a ring general. Yeah it's cool that he'd do the Alberto Del Rio armbar but it was a move for the sake of a move that wouldn't factor into the psychology of the match.

The point of being 'good' on the mic or in the ring is to get over. How can you can someone a good promo if nobody responds or a good wrestler if nobody cares about the match? Same as saying someone has a good look while everyone says they look like shit.

Cornette, Heyman, Heenan, Dusty are some of the best ever, I think Vince as well but he purposefully just fucked around.
Best in-ring off the top of my head are Hogan, Cena, Inoki although sometimes Cena just does stuff for the fuk of it or to see what will happen.
