Jessie Venture had no broader historical understanding of why a wrestling union literally would not work. You're not supposed to have the same guys working the same area for 30 years like with WWE. They need to spread out and get out of time when their gimmick is old, so as to not burn out the crowds and kill business. The cash in hand no contract payout thing also meant that guys wouldn't half ass their shit or risk being kicked out of what was once a very insular business.
