Before Rossy left Stardom was close to having a mutiny on its hands because the previous president was running the roster into the ground with the number of shows they were putting on. The locker room was vocally dissatisfied, which really isn't common in Japan. So Rossy was feeling out who would be willing to jump ship when he inevitably departed.
Rossy counted on having a lot more Stardom talents when he founded Marigold and he probably would have if it wasn't for Okada. He was able to navigate keeping the roster on board and that's impressive. They've had some very solid shows under his tenure. He was probably the best replacement you could ask for.
Still, Stardom has taken on an aura of being women's New Japan in a lot of ways. The little touches that made it what it was aren't really there anymore. How that plays out remains to be seen. Part of its problem is that the roster is too big but they likely don't want to trim down out of fear that Rossy will snatch the talents up - a few decent midcarders and a couple more main eventers would risk making Marigold solid competition and it's not hard to see why Stardom management probably wants to avoid that.
