Why is he schmoozing with Triple H in commercials? How does he hold power over the GMs of the shows? Is he a lawyer? An agent? Why exactly in kayfabe does he hold all this power beyond being a wrestling manager?

they make a big deal out of paul heyman aligning with a wrestler, like it means guaranteed success, but never actually explain directly what he does.
i think he lobbies GMs for title shots and other opportunities for his wrestlers, and is the only person besides them to have read the WWE rules handbook so he knows all the little clauses and loopholes and such, and uses them to get his guys an advantage .
