why couldn't Logan Paul have won this year's Royal Rumble instead of Roman Reigns?
Logan is a pretty big name, he's good at what he do, he's no slouch and can actually move tickets faster than Reigns.

He's not hated as a heel, he's hated because he feels forced.
His heat isn't by virtue of his character or charisma his heat is purely because he feels forced, which is the same kind of heat any wrestler can generate if theyre put into a spot or role they havent earned or deserve.
