Making it a shock win doesn't work with Raquel because she doesn't have the charisma to exploit it, but it could be a perfect moment for Liv IF she loses first at least once. There's a program you can build for a few months, gets momentum for everybody, gets a perfect heelish win for Liv to then coast on during her reign and a good opportunity for Vaquer to then properly chase and take the crowd through her story in the process.
But the answer is absolutely fucking not taking the belt off Vaquer too fast, even if the feuds are meh, she's solidly over.
