By WWE standards he's got a midcard look. Not just about size but everything.
I've got my smelly smark tendencies to like long matches with storytelling and callbacks/building on each other (but with psychology + pacing), I like guys who can cut a good promo or have natural charisma. But for most fans (me included but especially casuals) so much of a wrestler is about the 5 second impression at a glance, the airport test, etc. It's why some guys make a living off being entrance merchants- the first 5 seconds you see them they seem cool and they ride that until their segment ends and the next one starts before you realise they're lame.
Ricky has a lot of work to do to get that star at first look vibe in WWE, it's that or get super good on the mic & with character/charisma consistently.
Ppl will laugh but The Butcher is AEW's biggest fumble (outside of not pushing hot WWE signings like Claudio or Miro straight to the top). Yeah he's old and in a band half the time and limited in the ring, but he has a unique look that gets your attention instantly. You could easily have smoke & mirror'd him to be a main eventer for a 1-2 year run with the heel gimmick Hangman wishes he could pull off, not everyone needs to be a 5-10 year Ace.
