Roman obviously now is a big star and a draw for them, but was it worth the investment? they basically wasted YEARS on him and feeding him everyone, Undertaker, Brock, more main events than Hogan, whoever until he got a clue. And you could say no, he is now a part timer that isn't returning what was given.
Seth is basically the same IMO, to a lesser extent of course, and he is not such a big star. He is a B+ who won't be able to put over Bron Breakker, something Roman can do. (The parallels with HHH are so fucking funny, since Seth seems fixed on "making" Bron to fuel his ego, like his godfather used to do). HHH did make Batista, but didn't make Cena and specially didn't make Reigns, he self inserted in those Main Events (22 and 32) for no reason when Cena was getting over on his own thanks to a peer, Edge. Similar to Roman who could have easily fought Dean instead.
The resources put on Rollins aren't as big as Roman's, but he won't be returning. Seth tanked many guys like Finn, Owens, AJ Styles was never a champ on Raw because of Seth.
