This was always going to happen. They set the table post-Rumble then Punk moved on to Balor. This happened all the time in the 00's, the Rumble winner would be distracted with some other feud while the champion tied up loose ends, or a challenger won the belt and then faced the Rumble winner.

The only instances where it made new stars was Micheals winning his first of 2 Rumbles in 95, Stones Cold winning his first of 3 in 98, Batista winning his first of 2 in '05, and hilariously enough, Reigns winning his first of 2 in '15 where he and Rock were infamously booed out of the building.
