He gets in these girls' ears, promising them that they can become wrestling stars. He doesn't care whether they're good or not, just that they're dumb enough to work for peanuts. If they come to him asking for more money, he makes suggestions like going off to do gravure (probably has connections, which he offers for a cut of the profits).
He doesn't care whether they're good or have the innate abilities to be good. If they get too banged up they can retire as far as he's concerned.
It's not just Rossy, I'd imagine a lot of the business traditionally works like that but Rossy has it down to a science.
