They 100% add noise. It's not just to Giulia matches though.
The international broadcast where it fade out and back in instead of ads, they don't add the noise during the break and its so much quieter even for bigger moments, then it fades out and back in for the normal broadcast and it's suddenly super loud for a headlock.

Crowd pop is fairly pointless anon. If you've ever been to a live show, half the crowd is yelling 'this is awesome' 10 minutes into the show. Giulia getting no boos or pop is concerning but she is a product of WWE writing and their inability to push people. They rely on people who are over.
