So there's the rough averages and number of shows.
NJPW is the biggest promotion and of course gets a spike from the Dome shows.
Stardom is the biggest women's promotion, but has also run a couple of big shows to start the year. They are doing well outside of Tokyo which is helping them but aren't going past Hyogo. Joshi is joshi though and a completely different beast than men's wrestling.
AJPW has not run too many shows and might be around DG's number if they had run more.
TJPW beating out DDT is interesting and they did it in less shows. DDT runs a lot, plus Ganbare Pro, which I didn't count, is an offshoot of it. They mostly just run Tokyo though and it's easier to draw there.
Noah had like 2 big shows so far which helped up their numbers.
Dragon Gate hasn't run any big shows yet. They may be closer to NOAH if they had. I think it's important to keep in mind with DG that they run non-Tokyo parts of Japan more often than some other groups and they are a little more healthy than they seem.
Most of Ice Ribbon's shows are weekly dojo shows that run the same arena each week. It only holds about 100 people and they are coming off losing 4 of their better roster members.
Big Japan ran some places twice in one day and that brought down their averages. Even without it, they'd still be pretty low. Their roster is really old and stale. They also aren't doing the more interesting deathmatches as much as they used to.
And in case anyone is wondering, Zero-1 has run 3 events this year. We only know 2 of the attendances and they total 675. It's a far cry from back in the day when they had good cards.
