Probably a hybrid of the original super-indie plan PLUS having a bunch of the midcard AEW guys work there when they aren't working AEW, including people who need reps. That way they can attract some hardcore crowd and get people over prior to them having a program on AEW, the same way NXT used to get new top guys over before sending them to the main roster. Though hopefully without the instant burial that "recently promoted" NXT top guys generally got.

ddt and noah are on the same playing field. noah might get more resources put into and is more popular but getting butts in seats is the focal point. aew has tv, top talent, large crowds, warnermedia suits love them and have given them a lot, they are likely to have a deal with hbo max. roh has none of that. it will be aew's nxt. however the difference is that top guys from aew will go there some times. i can see it getting popular to the levels that nxt had in its prime with the right booking. they are already set with talent from the aew roster midcarders and other roh guys and freelancers

Give a lip service try to make it work and strip any useful talent or employees they even have left. ROH is a tape library. The value is being able to tell netflix/amazon/hulu/etc you have X number of hours of content with a dedicated fanbase.
