This meant that obvious stuff like blood and weapons couldn't be used, but also no groin or head damaging moves, no strikes allowed, and a lot of the submissions were banned, particularly those that targeted the head or REALLY bent the opponents arm or whatever.
This meant all they could really do was grapple and slam each other, and some top rope moves, and maybe a basic arm bar or leg lock. So in order to get some entertainment out of the matches they put on people who knew that kind of shit. Bryan, Kidd, Cesaro etc. and it ended up with the shows having some great grappling competition matches, like old 50s wrestling.
