In a perfect ideal timeline, Bischoff buying WCW would've been the best thing but the investors unfortunately backed out because there wouldn't be any instant network television. According to 83 weeks, the plan Bischoff had laid out for WCW would've been monthly pay-per-views first coming live from Las Vegas, and then taking it from there and possibly trying to establish a deal with new networks. I think he said there was a possibility that Fox would've been interested.
