To be fair, Rock vs Mankind was one of the best feuds, so he got to be a top guy throughout most of late-98, 99, and early 2000. Austin had however been established as the face of the entire era in late 97-1998 and during that time he was way more over and popular than Foley.

Unironically it was because HBK left the WWF to rehab. Out of all the guys backstage, Shawn was the guy who knew how good Foley was in the ring which was why he wanted Foley to main event Wrestlemania XV against Rock. Once HBK left there was no one remaining to vouch for Mick.

As other /asp/ies already pointed out, there were better guys to be THE guy during that time, nothing wrong with Foley never being THE guy either because you actually need a decent roster of people to have matches and, if something goes wrong, replace THE guy with someone else.
