Mandy's run has redeveloped her and put her in a position where they can easily make a star out of her for the five or so years she has left plus has launched the WWE careers of Gigi and Jacy
Dolph is there to draw new eyes by winning (no one expected it and it generated more conversation about NXT thatn usual) and to put over Bron. He'll probably drop the title back to him as soon as Stand and Deliver.

In order for it to be a developmental ,WWE would have to be capable of developing talent. They're not. Talent are forced to either be 10-year veterans or otherwise get over in spite of WWE.

i honestly do think NXT 2.0 is more developmental if they truly only have a year to be on it, then move up to the main roster.
But, I will say, what was Vince thinking? That the new 2.0 guys will just draw 5 million viewers? They NEED the 1.0 guys badly, it makes sense. People can hate HHH all they want, but he created more "stars" than this 2.0 shit will for a while.

And I'd argue that is exactly why NXT had the issues it had with guys not being able to transition to the main roster. Cena wasn't always Cena, he had to work through shit to find the right balance that worked for him. The Rock was Rocky Mavia and was booed to death. SCSA was the Million Dollar champion before he worked through shit. Every guy that has ever made had to work, change tweak who they were. But these indie faggots want to be indie faggots for life.
