Tony is a retard but Phil's shitty booking is mostly on Phil himself. Tony gave him creative control to bury up and comers instead of having Phil have feuds with the older big name wrestlers to build him up and then have him put over one of the young guys to build towards the future.

Khan is an extremely conservative booker. He likes to keep his big matches in his pocket for as long as possible and do really long builds.

TV deal negotiations are gonna start either later this year on in 2023. Negotiations with HBO Max are probably ongoing and will take a long time to sort out. Why not save some of his big matches until then so he can really juice the ratings/buyrates during those negotiations?

If you think Tony has the foresight and competence to unload his top singles matches (basically combos of Punk, Jericho, Danielson, Mox, Omega),you're giving him way too much credit. He's just an inexperienced booker leaving a massive amount of money on the table.

All of these debuts gave them short-term boosts but they have already lost the people that tuned in to see Punk return. A fraction of the money spent on all of these ex-WWE guys could have been spent on a couple of writers to give the younger guys actual characters and entertaining storylines, which is the only thing that really draws.
