Okada needs a constant spotlight to work, he's absolutely nothing by himself.
Upon return since 2012 he's been placed at the top of the company. His character has always been one that had the title or chases it. He has no interesting character without that belt. He simply coasts without purpose when out of the title scene. This is why you get such shit feuds or shit shortlived gimmicks like Balloonkada when he doesn't have a title to chase or a title already to his name. It's why when he was the G1 winner last year, his entire thing was having the old world title and talking up how shit the current one was right up until he won it himself.
Kenny can work multiple styles and with range and doesn't need a belt.
Okada can only really work Okada matches and isn't anything without Gold.
Of the big 4 at the time, Kenny could have amazing matches with any of them, Okada vs Naito was almost always an underwhelming matchup.
