Flair is your prototypical boomer party animal so I’d go with him. Scott and Steve were mean drunks, Steve being the Janetty here for hitting Debra (although I’m sure she was a nightmare). Andre could put it away but he’s also a 500 pound French Russian guy so that’s less impressive. Also he was reportedly a bad drunk at times. With Flair it seems the worst you got was a dick spinarooni and maybe him crying on your shoulder saying “I love you man.”

I think the real correct answer is Dick Murdoch or Wahoo. Pretty sure Dick Murdoch had at least a few beer buzz from 1962 until his death in the late 90’s. Wahoo was legendary for being a two bottle a day guy. Captain Lou as well would polish a handle of vodka like it was nothing.

It's wrestler's talk but André could down a case of beer in 60 miles of driving and not need to take a piss.
His giantism had uncomfortable perks. Down a case of beer in one sitting and not piss, but can't shit in a toilet. Had to shit in the bathtub.

As drinking goes, nobody beats André the Giant.
For wrestling, it depends as usual on what you're looking for, technicality promo or total package.

Both Austin and Hall had alcohol as part of a gimmick and or angle so I'd give them too spots with Austin going over with fans for the fun factor and Hall being more realistic. I'd give it to Hall though for doing the angle knowing it was capitalizing on his issues but he stuck to the Money and Miles mentality.
