The gimmick was he was supposed to pose a bit more of a problem than the previous shitters because he could do his technical bollocks frustrating Goldberg for a minute or two then Goldberg overcomes this and murks him because he's that good even a style change from a technical expert can't give him problems for more than a minute.
The idea being Regal gets a tiny bit of offense but Goldberg looks better for it because he can adapt and shit.
Instead Goldberg couldn't adapt or react at all,so Regal had to guide him by hand and work stiff to avoid exposing them both. Goldberg would have looked way worse if Regals throwing hits and he doesn't react, so he had to lay them in.
But Goldberg being green as shit and already entitled from the rocket push didn't understand how to sell or that stiff shots to get him to do something wasnt Regal trying to hurt him.
As I believe Regal has pointed out many times if he was actually trying to shoot on Goldberg he would have been able to hurt him.
