Because it wasn't certain that Cody was gone, and he wanted to hedge his bets. They could have come up with another reason for Cody to feud with Andrade and found a way to get the TNT belt on him down the line.

There is nothing PPV worthy about Lambert's crew or Ethen and Scorpio other than Jericho tricking Lambert into the match. It'd have been a 6-8 week feud that existed just to be something short to let focus be on the major feuds before transitioning into Andrade going after the TNT title.
