Because being #1 in the rankings for only a week is insufficient. Otherwise, there'd have to be a title defense every week with whoever is #1 at that instant. This should be obvious to anyone who actually bothered to think for a moment.

Two things need to happen. Stop counting dark wins to the record, and have the losses actually drop a wrestlers rankings. For example the top two wrestlers will drop the 3-5 rank. While 3-5 drip out of the rankings entirely when they lose.

I do enjoy the ratings aspect but I'm curious if Tony and the EVPs actually have any say on them or if they're all just for show like the Power 25 was in WWE. The ratings are weird considering Punk isn't listed, Moxley isn't listed, Wardlow is #1 despite coming off a loss. It needs to be refined or it can just be done with. Either way it's not something I put any thought into.
