The plan was always the fatal fourway because there's no way Cora was going to be the only challenger at such a big event.
But Cora started feuding with Mandy because TA interfered in her match so Shawn didn't want to have Io and KLR go after Mandy for the same reason but was booked into a corner so this is what he did.
In the end all that matters is all of them will bow before the perfection of Mandy Rose at Stand and Deliver.

Because Shawn wanted Io in the title match. He let her win since that was the last thing she had left to win. She's getting pinned at the PPV.

Io is the only one of the four getting dark matches on Smackdown. Everyone who is getting dark matches like Knight, Ciampa ect will get pinned and be post mania call-ups. KLR and Cora need to be protected so they can go after the title later and Mandy won't lose the belt before Gigi and Jacy.

They wanted to give Io the accolade of winning the Dusty Cup if I had to guess. That's the only reason I can think of why they did it that way instead of the obvious normal way of TA interfering allowing the SleepySchizos to win while giving Io/KLR a reason for the fatal fourway.
