Stone Cold and the Rock didn't even have a good feud. The build to Wrestlemania X7 is legitimately one of the worst builds of the era, a forced storyline about The Rock being managed by Debrah but it was rushed and sloppily done.

People bring up the match because they were the two biggest stars of the era but their feuds were legitimately never good. They both had far better feuds with the McMahons.

The overarching feud of it is better than the month build up.

Essentially the two big stars who are polar opposite of each other, respect each other but also hate each other's guts. Both fighting to be top guy in the company, both fighting to be the bigger issue for Vince. Each desperate to beat each other, Stone Cold more so because he is DESPERATE to win in Texas.

Hence why he made a deal with Vince - sold his soul to be the top guy in his home town, even if that meant burning all his bridges
