Japanese people love stability. You see WWE, and you see stability, Shinsuke, Asuka, Shirai, Sareee, all living and working in the US for many years. Kairi? Offered to stay, refused. Then they see AEW and they see a fucking mess. Emi? going back and forth, never on TV. Shida? returning here and then. Riho? hasn't settled in one country, keeps switching between Japan and the US. Everyone else? went for one month excursions.
WWE is seen a lot better than AEW in Japan, WWE means living in the US and succeeding overseas, AEW is tourism. Both companies make a shitty product, but this is a fact.
