Because there was a requirement to not expose the business so it had to look at least plausible that these guys were tough. Of course in the old territory system and how guys were broken in back then (often not smartened up at all) it pretty much eliminated any and all pussyfaggots. Even the Power Plant style of training where you just drill guys until they puke and shout obscenities at them is considered beyond the pale and hazing or whatever.

Look at real sports though. Guys like James Edwards and Maurice Lucas would pound the fuck out of entire modern starting lineups of most NBA teams. Even a guy like Danny Ainge or Craig Ehlo would be considered tough guys compared to like a Steph Curry or a James Harden.
