Yes. ECW was literally full of cast offs that no other company wanted, and Paul made them a cult. Paul got most of them over. He was absolutely shit when it came to the money side of things (ironic, given he's a Jew), but he is actually a great booker. And if you think ECW was a one off fluke, he pulled the same trick years later when he was head booker for Smackdown.
