Cody was the top guy in ROH and they were partnered with new japan. All of them were riding the bullet club coat tails, but Cody was by far the biggest star in the west and Omega (of that list) was the only star in Japan, which is negligible.
You can just look at the actual history instead of seething and making up fan fiction.
