Roman is the most viable choice they had for a top guy and to lead to big money programs like thr Cena program which did huge money, although mostly thanks to Cena, and the eventual Rock program which will also do huge money due mostly to Rock, but it wouldn't be nearly as much or get as much long-term attention if it was some midcard workrate guy.
