Inoki at least wrestled Backlund and won the WWWF strap, even if they don’t acknowledge it. Tanahashi and Okada never did something to deserve a HOF spot unless they jump ship to WWE.

Nobody. Just like how there aren't any Hulk Hogan, or Stone Colds in today's wrestling. Although there's plenty of Stone Cold larpers. I don't really think anyone even does Inoki's style these days. Brock Lesnar & Daniel Bryan have elements of Inoki's wrestling. Vince Mcmahon has Inoki's politicking. Vince & inoki both have that no bullshit authority figure thing going on too.

All the Young Lions are Inoki cosplayers, in looks and in-ring. Shibata’s style was based on Inoki, he himself said it. Zack Sabre Jr.’s style is classic Inoki. Lots of NOAH wrestlers do Inoki style more and better than the NJPW guys.
