Maybe he did ask them to be a couple on screen because he had to replace Cody and Brandi as a couple, that is on him. But the promos that Sammy and Tay do, that's not Tony's fault. He doesn't write anyone's promos. Those promos are 100% on them and if they suck ass to the point the crowd is starting to hate them, that's not on Tony, that's on the people that wrote those promos. Sammy and Tay.
Now, of course Tony has to do something to save this shitshow. That's why he has to turn them heel. It's not a good thing that happened, it's him trying to save the situation and maybe turn it into a positive.
