For every good thing on a card, there'd be about three or four bad things.
That said, he always got the most out of talent, and I think Paul would've preferred having more of the "legitimate" wrestling if he could. I saw him once talk about how he'd have put the title on Benoit if he could've kept him around longer. And if you see what he wanted to do with WWECW, it would've been something closer resembling periods of ROH rather than ECW itself, and aspects of that could be seen when he had say on Smackdown.
It's just tough to say considering the only time he had the book for a considerable period of time was ECW, which despite having some great highs, was largely garbage. He definitely has a great creative mind for the business though.
