I don't think Rock ever really planned on wrestling again. They're just teasing it because it makes Roman look more legitimate and that his story is going somewhere.
By the way the show is being edited and produced it makes it pretty obvious to me Cody's gonna be the guy.
They'll air a Cody segment and then cut to a Roman clip and vice versa etc.

Rock is never touching wrestling outside of surprise appearances. The 2015 rumble basically killed any chance of him returning for a match.
He doesn't watch current WWE so he has no idea how crowds react to who and he doesn't need the visual of an entire arena booing him out of the building. The next decade will be him maintaining his image as he seeks to become president.
