That's why Meltzer's and Chris Harrington (chart fromover a decade ago) averages are misleading, in regards to the WWE Champion pre 1996 (at tail end of Diesel's title reign WWF made a business decision to ditch the money-losing B-shows & have only one touring crew), because you had two separate crews on the road. So, while Diesel's crew are at the big venues & overseas, the B-team is at smaller arenas & high schools.
