It could go either way. Some performers like Ric Flair, Randy Savage, Sting, The Rock, The Undertaker, DDP, Booker T and Bill Goldberg shape up in a disciplined environment, others like Scott Steiner, Scott Hall, Curt Hennig, Buff Bagwell, Lex Luger, Shawn Michaels, Ultimate Warrior and Bret Hart lash out harder against it and become truly toxic.
Scott Steiner may not be a bad human being, but he's clearly a strong and difficult personality. He may be best when he's free to be himself and will resent anyone he perceives to be restricting him. He could also fit in swimmingly and assimilate to the TNA clubhouse culture and be a model teammate. It's hard to predict.
I think WCW (for all their many faults) had one of the very few locker room cliques that can handle him. He never was going to be able to be in a leadership position backstage due to his eccentric nature, Hulk Hogan and Kevin Nash at least were able to be the voice of reasons Steiner actually buckles down and listen to.
Going off of locker room building principles, you can add a controversial Turmoil Incarnate figure like Scott Steiner when you have strong leaders like Hogan and Nash running the show and an otherwise strong enough locker room. The rest of the guys in WCW should've been able to keep Scott Steiner in check or at least not be drug down by Steiner's crazy backstage antics.
