Why not just make it a DQ to throw your opponent into the steel steps? Why not just make pin break ups in tag matches a DQ?

Because Vince McMahonstein artificially inflated the rules to make matches longer. Longer matches = more $$. They can’t get rid of older DQ rules like chair hits or interference because they’re already set in stone by McMahon sr.
