In WCW the top guys remained at the top and collected a paycheck, there was no competition among them so nobody had to try hard to impress (Unless they were the cruiserweights). In AEW if you already have a name (which is most of the top guys) you are guaranteed some tv time without ever fighting for it. In WWE everyone stays in top shape because they will get fired if they don't and before that, it was because they will never leave the undercard if they don't. Roman might forever be at the top but guys like Drew and Bobby stay in shape and eventually got their shots. The undercard of AEW is actually pretty competitive, but former WWE guys don't have to do shit and they'll still get pushes and spots on the card. Also because WWE has a wellness policy so no bloating from alcohol or decaying from drugs
