People just weren't ready for Heel Austin yet. They should've given it another year.
Austin was out of action for an entire year, then he returns to take a backseat to HHH and Angle until Mania when he's finally back in a main event program and they turned him heel right away. People wanted one more babyface run from Austin, one where his main adversary was HHH (who he'd eventually beat in revenge for the car thing) and then they could've turned him heel.
The perpetual blue balls from Austin never truly getting revenge on HHH hurt him more than anything else, and we all know why HHH was going over at that point.
