I do agree it was outputting because they didn't really lead up to her dropping that line with any other indication that she viewed the world that way. And if they really wanted to explore it within the context of the film, there were other characters (Gordon, The Mayor-Elect) they could have involved to explore the topic. The funny part is the movie invalidates her rhetoric somewhat with what happens after she says that line.
