95% of these people are never going to have anything to do with sports on professional level and about 80% of them or so are going to be over 6 foot and/or over 200lbs. Why would you not try to use them considering the success athletes have had in wrestling?
All Japan Women had tryouts of 2,000+ people in the 80's. In just three rookies classes, they produced a bunch of main eventers who in some cases still have big roles in wrestling today, over 30 years later. And keep in mind, that was with women who don't play sports as much and in Japan, which is much smaller country.
WWE has much more money and resources. While they obviously don't have as much know-how, even if they are half as successful, they should produce main-event level talent which will make it worthwhile.
