Something about working with the Miz just brings a top guy down. I guess it also doesn't help that Wrestlemania Backlash is so soon after Wrestlemania so there's no time to really build up anything new, but it's also not a high level PLE so you wouldn't want to blow a big feud on it so he's stuck doing stuff with Seth Rollins again. Which shouldn't actually be a problem, since it's not like they had a real feud leading up to Wrestlemania, but in the end it's hard to get invested into it because you don't really believe that Seth has a chance.
So his problem is he doesn't have a compelling story right now, he talks about how he wants the title but he's nowhere near Roman Reigns right now as Roman doesn't even bother appearing on RAW and Roman has both of the titles so there's nothing for Cody to actually chase after. Maybe after Wrestlemania Backlash we'll get the old Brock & Roman story, but this time it's Cody talking about how Roman didn't want to show up for work today, and after awhile it'll get to Roman's pride since we know he's very prideful as shown by his recent interaction with Drew McIntyre.

I don't think AJ was seen as a top guy when he was first brought in, he did work his way up to that position, and if I remember correctly AJ's first feud was with Jericho. Feuding with the Miz definitely elevates low or mid guys though, wouldn't deny that.

I'm a Cody mark but Seth feuds are boring as shit. Hell, even a Miz feud would've been better, have the Miz cutting promos similar to that Talking Smack promo where he called out DBry back in 2016, call Cody out for turning his back on the WWE universe(tm) and his fans.
No matter how much I like a wrestler, the moment he feuds with Seth I lose interest until his next angle.

Honestly it's because there never feels like there's any stakes in wwe anymore. We know everything goes 50/50. We know he's going to be stuck in rematch after rematch. I think we all just know he's inevitably going to win the title. He's going to take it off Roman at Summerslam/royal rumble so that Roman is free to fight the rock at wrestlemania. I don't really see a big swerve unless he's just fed to Roman and goes back to the midcard which would kill all hype that's left for him. What do you even do with Cody? He fumbled in aew because he can't carry a story for shit and if he doesn't do CAWDY wins again in wwe then it's still shit. He's either a top guy fumbling to pretend like he's in the 80s or he's just doing nonsense.
